Bonnie's ability allows her to choose what future she turns her target into. If she imagines Luffy looking like Garp when he grows old, he will turn into that. If she imagines Luffy to look skinny and scrawny when in his 30s then he will turn into that. Now, her power seems to be powered by her imagination, and I throw an example in by giving an even bigger and more recent spoiler that she wished for a future where she is god Nika and used a rubbery punch on a CP0 agent. She can turn herself into a future where she is fatter, or where she is a weak old woman, or powerful and healthy like Kureha, or a future where she has lived in the north blue and has the power of the guys in Law's crew (that were showed in the last week's episode). Seemingly endless potential.

As to why Luffy might or might not turn into that old man, Oda has shown in the manga older versions of the crew, where if they follow their dreams they look great and powerful, but if they lose it midway they look despicable and decrepit. Luffy could turn like any of those versions, but Bonney's fruit doesn't imply accuracy, nor does it show a true future.

That is some overpowered abilities she got there and it always turns out those people who can possibly defeat Luffy always becomes his allies.
